Yes, the 3rd Division in any degree of Academic career is not eligible for a lecturer job. For example, if you have any 3 degrees and only one 3rd division, then you are not eligible.
It can vary from country to country and department to department, but mostly it is considered that a 3rd Divisioner degree holder is not eligible for University lecturer posts.
